Preset description:
A nice Cartoon Preset for Fallout 3, New Vegas, and Tale of Two Wastelands.
(And many more games! :) )
Updated the Shaderpack AND Preset on 12-09-2015!!
[!] THE SHADERPACK AND PRESET ARE NOW HIGH-END ONLY! USE ON YOUR OWN RISK AND WITH CAUTION!!!
NOTE: DOWNLOAD THE SHADERPACK ALONG WITH IT OR IT WILL NOT BE THE COMPLETE PRESET!!!

OPTIONS:

[>] Turn on Motionblur for Hollow's Perf Toon Motionblur Setting, this is turned off by default for medium-spec users.
[>] Turn on Gaussian Blur for Hollow's Gaussian Setting, this is turned off by default for medium-spec users.
[>] Turn on HBO for Hollow's Movieblur Setting, this is turned off by default for medium-spec users.
[!] Turn on Advanced CRT along with it for Hollow's Televisionvision Setting, giving it more of an actual television-feel of gameplay, which many of you will remember from back in the day, just a little bit more improvised.
[>] Turn on FXAAx2, default setting for this Preset is 1, and 0 may give trouble rendering far-distant lines and complex textures, still working on that, but you can also turn on the game's AA-settings to see if this applies perfectly to the preset's outline-rendering and such graphics, but adviced is to use the GEMFX-FXAA, or at least FXAAx1 by default, for a better rendition of the Perf Toon Preset.
[>] ALL THESE OPTIONS ARE FOR HIGH-END USERS ONLY!! USING THESE OPTIONS IS RECOMMENDED FOR ULTRA-HIGH QUALITY, BUT USE THEM AT YOUR OWN RISK!!!

INSTALLATION:

[>] Place into the "Current" folder, inside the Presets folder, which is inside the GEMFX folder, which is inside the game's folder. (Example: C:\Program Files x86\Gamefolder\GEMFX\Presets\Current)
[>] Replace the Shaders folder inside the SweetFX folder with this one: http://www.mediafire.com/download/y2sclw38tds4gwp/PerfToon+v2.5.rar
