I don't know, I kinda figured if some presets/shaders are 'too good' to just put online, it might actually be worth something. Sooo, let's say there is a preset and shader pack in which contains fully customized presets and shaders alike, including customized default shaders, would the owner of the pack be allowed to sell per download of the pack? I can't find any guidelines regarding this on this website or Google either, so that is why I am asking this.

You still haven't even mentioned if it's his own stuff or other people's stuff he's selling If it's his own stuff, and he's not selling someone's else's work without an agreement, then sure he can sell it if he find people stupid enough to buy.

I don't think he could sell SweetFX presets. That would be illegal. Those are free no matter what. Though, if he has his own injector, shaders and presets.. he can do whatever he wants.
